Decide what the seat has to do before you compare firms. If you need one senior person who sets people priorities with your leadership team and also runs policies, compliance, and employee relations, and a complaint could become contested, call 1205 Consulting (Ontario), Impact HR (Alberta), or Cognivity. If an HR team already runs the basics and the gap is strategy and leadership coaching, a fractional CHRO boutique such as Cognivity or Trailblaze Partners fits. If your CHRO has left and the seat must be covered full-time while you search, use interim search through ZRG Partners or GlassRatner.
This list is for CEOs, founders, and COOs of Canadian companies with roughly 50 to 500 employees. The lens: a fractional CHRO who combines people strategy with operating HR, and who can bring in workplace-investigation capability when a matter is contested. If you are still deciding whether you need a CHRO or a fractional HR generalist, start with fractional CHRO vs. fractional HR. Below: nine providers, grouped by model.
The shortlist
Canadian employer of 50 to 500 employees, people strategy plus operating HR, contested matters live or likely:
- 1205 Consulting: a named senior HR lead with set hours and decision rights who runs employee relations, policy, and manager support, with a separately scoped workplace investigations practice. Built for Ontario employers.
- Impact HR: fractional HR leadership with strategic planning and organisation design, plus its own workplace investigations service and union relations work. Based in Edmonton and Calgary, supporting clients across Canada.
- Cognivity: a Toronto fractional and interim CHRO service covering HR strategy, organisation design, employee relations, and compliance and risk management.
British Columbia, people and culture seat with a senior title: Trailblaze Partners.
A CHRO seat that must be covered full-time while you search: ZRG Partners or GlassRatner.
Hourly support with no retainer: The People People Group.
Why employers choose 1205
A named senior lead holds the seat. Your proposal names the senior HR lead, with set weekly hours, decision rights, and measures. The Fractional People Lead offer runs an initial 90 days, then renews. 1205 leads the diagnosis and shapes each mandate; the proposal names the full team.
People strategy and operating HR sit in one mandate. The lead sets HR priorities and the operating cadence, and also owns employee-relations coordination, manager coaching, performance processes, and policy implementation, coordinating with your employment counsel. You keep final employment decisions. Where the brief is a CHRO-level seat on the leadership team, the fractional C-suite intake scopes it, with the proposed lead, decision rights, and measures confirmed in writing.
Contested matters have a separate route. When a complaint needs external fact-finding, the workplace investigations practice scopes it separately so the findings stay independent. Before accepting an investigation, 1205 assesses whether the firm, the proposed investigator, or any current client relationship creates an actual or perceived conflict, and recommends a separate investigator or firm if independence could reasonably be questioned.
Built for Ontario employers of 50 to 500. Fractional HR at 1205 is an HR Stabilization Sprint (typically six weeks), a Fractional People Lead, or Employee Relations Support. It does not include payroll, PEO services, high-volume recruiting, or legal opinions, and 1205 acts for employers only. Fees are set in a written proposal before work begins.

The providers, by model
Senior-led HR consultancies with an investigations practice
These firms put a senior HR lead in the seat and can also take on fact-finding when a complaint is contested.
1205 Consulting publishes this comparison. It provides fractional HR leadership for Ontario employers of 50 to 500 staff, with a separately scoped workplace investigations practice.
Impact HR is based in Edmonton (St. Albert) and Calgary and states that it supports clients across Canada, in person and remotely. Its fractional HR service pairs you with an HR Partner as the main point of contact, backed by its broader team, and covers day-to-day people management, strategic planning, organisation design and structure, and employee relations, with no minimum hours and no long-term commitment. It publishes a separate workplace investigations service for harassment, bullying, discrimination, and misconduct complaints, and lists union relations and collective bargaining, payroll, and HRIS implementation among its services.
Fractional CHRO and head-of-people boutiques
These firms sell the senior people seat itself, part-time.
Cognivity is a Toronto-based boutique talent consulting firm offering fractional and interim chief human resources leadership to small and mid-sized businesses, serving clients nationally and globally. Its published scope covers HR strategy development and execution, leadership coaching, organisation design and workforce planning, complex change including M&A, divestitures, carve-outs, pre-IPO work and exits, employee relations and engagement, talent acquisition and succession planning, and compliance and risk management. The service page is written in the first person by a globally experienced HR leader.
Trailblaze Partners is a people and culture consultancy on West Hastings Street in Vancouver. It states that its fractional Head of People & Culture typically contributes 5 to 25 hours a week, takes a senior title such as VP People & Culture, Chief People Officer, or Chief Human Resources Officer, and engages for 9 to 36 months, with access to the firm's wider team for projects. Its leader profiles cite executive roles at named retail, franchising, and technology companies, and the firm also runs leadership training and culture consulting.
Bright + Early has worked with startups, tech teams, nonprofits, and creative organisations since 2017, and describes itself as 100% Canadian owned and operated. Its fractional model pairs you with a Half-Time Head of HR, starting with an HR Health Check and an HR roadmap that can cover handbooks, compensation, performance, organisational design, and manager coaching. It states that it never subcontracts, and that fractional interim HR leadership is available for more established teams.
Networks of fractional HR leaders
The People People Group matches employers with HR and talent operators vetted through a community it puts at more than 6,000 professionals across North America, with stated presence in Toronto, Vancouver, and Montreal. Its senior people and HR track includes fractional HR, HR business partners, and interim HR leadership. Operators bill one hourly rate shared before you commit, with no retainer, no minimum, and no notice period; it states that matches arrive within 72 hours, and that ongoing fractional support often runs 20 to 25 hours a week.
Larger advisory firms with a fractional CHRO offer
These firms offer the CHRO seat inside a broader advisory, accounting, or search practice.
GlassRatner publishes offices in Toronto, Vancouver, Calgary, and Halifax. Its fractional executives practice names two roles, CFOs and CHROs, framed as HR support as needed, with help transitioning to full-time support when the time comes. The firm also publishes interim management, executive search as the exclusive Canadian member of IIC Partners, and a human capital advisory practice delivered with Heymann Consulting Group covering HR strategy, organisational structure, compensation, and succession.
MNP runs a People Advisory Services practice that states that it is committed to supporting Canadian mid-market businesses, and offers outsourced, ad-hoc, and fractional HR services alongside organisational development, change management, and executive search. A separate Forensics and Litigation Support team publishes workplace misconduct investigations.
Interim executive search
ZRG Partners lists an Interim HR Executive service in its Human Resources Officers practice, alongside retained search in which it states it has placed Chief Human Resources Officers and Chief People Officers. It publishes Canadian offices in Toronto and Calgary.
Among the providers we found, the larger firms offer the CHRO seat as one service within a wider practice, while the boutiques sell the seat as the product. Either way, judge the named individual, not the brand.

Where other providers fit better
If an HR team already runs the basics and the gap is strategy, organisation design, and leadership coaching, Cognivity or Trailblaze Partners fit better. In Alberta, or with a unionised workforce, Impact HR's local base and collective-bargaining work fit better. If the seat must be covered every day while you search, ZRG Partners or GlassRatner's interim management fit better. Startups, nonprofits, and creative organisations are Bright + Early's stated market, and The People People Group suits employers who want hourly help with no retainer or notice period. An employer already working with MNP can keep fractional HR inside that relationship. If the need is payroll and benefits administration, compare fractional HR firms in Ontario; if a complaint is already live, compare workplace investigation firms in Ontario; and for finance or operations seats, see fractional executive firms in Canada.
How we compared
We assessed eighteen providers on 4 October 2026 and included nine, using only what each publishes on its own website, linked at each mention. The weights: operating ownership of HR (25%), a route to independent fact-finding for contested matters (20%), a named senior practitioner and continuity (20%), people-strategy depth (15%), provincial statutory fluency where the employer operates (10%), and terms a buyer can read before a call (10%). Providers were left out for checkable reasons, such as a domain that now displays a United States firm's website, a United States head office, or a service described as not yet launched in Canada. The full criteria and sourcing rules are on how we compare providers.
