The fractional executive market has a research problem. Search for fractional COO Canada and the results are dominated by firms that serve Canada in the sense that they will take a call from Toronto, by marketplaces headquartered elsewhere, and by market-size statistics that trace back to nobody. The useful questions are duller and more answerable: who actually has a Canadian presence, what does each model do well, and which one fits the seat you need filled.
This article names twenty-five organisations selling fractional or interim executive capability into Canada, groups them into five operating models, and scores the models against eight criteria whose weights we disclose. We are one of the five, and on our own weights we finish second, behind the specialist CFO practices. The weights are ours and a reader with a different constraint should reweight — the methodology note at the end shows three alternatives and what each does to the ranking. Descriptions of every provider come from what that provider publishes about itself, linked at the point of use, and no firm's work quality is rated anywhere on this page: the scoring ranks fit to a defined seat on disclosed criteria, not quality.

The two heaviest weights are deliberate. Functional depth and bench breadth are the two axes this market actually trades on, and they are usually a trade against each other — most disappointment in this market comes from buying one while needing the other. Canadian presence carries 20 because this comparison is written for a Canadian engagement and it is the criterion most often assumed rather than checked: open the provider's locations page and see whether a Canadian office and phone number appear. Continuity carries 15 because in a part-time seat the person is the product, and a swapped practitioner mid-engagement restarts the engagement.
The five models, and who is in each
A. Fractional executive firms with a bench. A firm employs or contracts a roster and assigns from it. TechCXO describes itself as the original fractional executive leadership firm, publishes founding in 2003, and covers the broadest functional range of any firm here including CFO, COO, CTO, CHRO and CRO; its locations page mentions operations in Canada in prose but lists offices and contacts only in US markets. Chief Outsiders describes itself as an Executives-as-a-Service firm helping CEOs deploy fractional marketing and sales executives, publishes founding in 2009, more than 120 fractional executives, and more than 2,000 mid-sized businesses served since inception; its coverage is CMO, CSO and CRO rather than the full C-suite, and its offices are US regional. Cerius Executives states that its clients are small to mid-sized businesses located in the United States. FocusCFO describes an embedded CFO model across US territories. Boardroom Advisors publishes a Bristol registered address and locations across the UK, Ireland, Spain and Portugal, and was advertising for a Canadian master licensee.
B. Marketplaces and networks. A platform matches a company to an independent operator. Go Fractional publishes more than 15,000 leaders by function, states matches in three days, and publishes hourly ranges on individual postings; its footer names a US limited liability company. Toptal publishes dedicated fractional, interim, virtual and part-time CFO pages and acquired Graphite in January 2026. Business Talent Group describes itself as a talent platform connecting independent consultants, experts and interim executives with large companies, and has been a wholly owned subsidiary of Heidrick and Struggles since 2021. Bolster publishes an on-demand executive network and the clearest published taxonomy of interim versus fractional versus project versus advisory. Catalant publishes a project-based expert model. Fractional Pros Canada describes itself as connecting Canadian businesses with vetted Canadian fractional executives and is, by its own published roadmap language, early in its build; it publishes no executive count, address or pricing.
C. Specialist fractional CFO practices. The CFO Centre Canada publishes a Toronto address at 1140-3280 Bloor Street West, a Canadian toll-free number, more than 750 CFOs and 18 countries since 2001, and states that it works with clients right across Canada, matching a CFO local to the region; its claim to be the world's number one fractional CFO provider is its own, asterisked on its site. BDO Canada publishes outsourced CFO and controllership services and uses the word fractional itself. MNP publishes fractional financial executive material and names partners who specialise in the work. Baker Tilly Canada publishes a tiered bookkeeping, controller and CFO offering. Crowe MacKay publishes a fractional CFO service from Western Canadian offices.
D. Interim-executive search firms. Odgers publishes an interim management practice from its Canadian site and five Canadian offices, with named Canadian interim leadership. Boyden publishes a global interim management practice and describes more than 40 years in Canada. Korn Ferry publishes an interim practice built through acquisition and three Canadian offices. Stanton Chase publishes an interim executive service and Canadian offices, with the interim practice routed through named offices outside Canada. Robert Half publishes Canadian operations and executive search, with interim executive content published in other markets.
E. Boutique operator-led practices, including us. Small practices where a named operator takes the seat. In the people function specifically, Canadian examples include The People People Group, which publishes fractional head of people, fractional CHRO and interim HR director roles along with unusually specific terms, The Fractional CHRO in Mississauga, and Cognivity in Toronto. 1205 Consulting sits in this category.
Worth stating plainly, because it shapes the whole market: there is no Canadian fractional-CHRO firm of scale. That function is served by solo practitioners and micro-practices. A buyer who wants a large branded firm for a part-time people seat in Canada will not find one, and should stop looking for it.

Scores are 1 to 5, higher is better, and they are our judgement about operating models rather than measured data about any named firm. The weighted total is the sum of score multiplied by weight, divided by 100.

The 0.15 spread across the top three is the most useful thing in the table: when a scorecard lands that close, the weights are doing most of the work. Ours are disclosed above, and the methodology note at the end computes three alternative weightings so you can see how the ranking moves — the only version of this comparison worth acting on is the one you reweight for your own seat.
The shortlist, matched to the seat
Models are how the market is structured; seats are how it is bought. For an ongoing part-time seat in a Canadian mid-market company:
- The CFO Centre Canada — if the seat is finance. The one at-scale Canadian fractional practice: a Toronto office, more than 750 CFOs across 18 countries by its own published figures, and a bench a boutique cannot match.
- 1205 Consulting — if the seat is operations or transformation. A named operator who is the person you met, native Ontario employment context, and execution owned rather than advised on.
- Odgers — if the seat is a genuine gap at board level rather than an ongoing part-time need: the one interim practice we found routing interim management from a Canadian site with named Canadian leadership.
If the seat is people or CHRO, there is no Canadian firm of scale — The People People Group, The Fractional CHRO, Cognivity and our own fractional work are all boutique answers, and the honest differentiator is the named individual, not the brand.
Why clients choose 1205
If the seat is operations or transformation in a Canadian mid-market company, the case for us runs on the two criteria we weight at 20 and 15 for a reason — because they are where these engagements actually fail.
The person you meet is the person who does the work, for the whole engagement. There is no bench behind the pitch and no substitution after the signature. In a part-time seat the operator is the product: the relationships with your leadership team, the context on your customers, and the judgement built in the first ninety days either compound in one head or get rebuilt every time the provider rotates staff. That continuity is the single strongest predictor we know of whether a fractional engagement is still working in month nine.
The Canadian employment context is native, not researched. ESA, OHSA, provincial variation, Canadian payroll reality — the operating decisions a COO-seat holder makes touch these weekly, and an operator working from another jurisdiction learns them on your time and your risk. We are built in Ontario for Canadian engagements.
We own execution rather than advising on it. The seat comes with the decisions that belong to the seat, and accountability for the agreed outcome sits with the person holding it — not with a recommendation deck handed over at the end. That is the difference between a fractional executive and a consultant, and it is the difference this firm was set up around.
The firm is checkable. 1205 Consulting Inc. is a federally incorporated Canadian company active since December 2019, an independent operator-led practice and not a law firm, a BBB Accredited Business with an A+ rating accredited on 28 April 2026, and a member of the Oakville Chamber of Commerce. Where the other models win
The scorecard already says it, so here it is in plain terms. If your brief is clear and you want three candidates by Friday, a marketplace's breadth and speed beat anything a boutique can do — and several publish rates before you ever make a call. If the seat is CFO, a specialist practice like The CFO Centre Canada brings a depth of finance bench we do not carry, which is why it tops our own table. If a board or private-equity sponsor needs a recognised process behind a senior appointment, that is what interim search firms are built for and it is not our work. If you need two or three functions covered in one relationship, TechCXO's range beats a single-operator practice. And if the need is permanent and the budget exists, a good full-time hire beats all five models on continuity and often on cost — fractional is a way to buy seniority you cannot yet justify carrying, not a permanently superior structure.
What we would actually tell you to do
- Name the seat and the horizon before you name the provider. A permanent need points to a hire. A defined gap points to interim search. An ongoing part-time need points to fractional. A scoped question points to a consultant. Most bad outcomes in this market start with a company buying one and needing another.
- Check the Canadian presence yourself. Open the locations page. A country named in a sentence is not an office, and an office is not a practitioner. This takes two minutes and eliminates several providers from most Canadian shortlists.
- Put the individual's name in the contract. Every model here assigns someone. The difference between a good engagement and a bad one is more often the person than the logo. Ask who specifically, ask what they have run, and ask who signs the work.
- Agree the exit before the start. Notice period, review point, and what happens if the fit is wrong. Chief Outsiders publishes a 30-day refund commitment and Toptal publishes a trial period; most providers publish nothing, which is exactly why it should be settled in writing before the first invoice.

Methodology
We assessed 30 organisations and named 25. Grouping is by operating model; scores were applied to the model, not to any individual company, and every description of a named provider is drawn from what that provider publishes about itself, linked at the point of use and checked at the time of writing. We deliberately did not score price (no independent Canadian benchmark exists), quality of past work (we have not reviewed any named firm's engagements), or awards. Five organisations were considered and dropped for checkable reasons, including Graphite (now part of Toptal) and Knightsbridge (now LHH Knightsbridge, part of the Adecco Group). We also declined to repeat the market-size and Fortune-500 adoption statistics that circulate in this category, because none traces to a primary source we could verify; the most defensible prevalence data we found is Revelio Labs' finding that fractional mentions in new executive postings roughly tripled between 2018 and 2024 while remaining under 2% of postings, alongside Statistics Canada's class-of-worker data showing self-employment in professional services growing faster than self-employment overall.
